Shoulder Patches

Community Strips

The national headquarters of the Boy Scouts of America approved community strips for uniform wear in 1928.  This allowed Scouts in each community to wear one-line strips with their community's name on the left sleeve of their uniform.  The earliest strips had red letters embroidered on khaki cloth, to match the colors of the uniform.  During the 1940's, other color combinations were authorized for wear, with colors that matched the colors of each program's uniform (e.g. dark blue strips with gold letters for Cub Scouts).  In the 1950's, all programs except Sea Scouting adopted the use of red and white strips exclusively.1

Red and White Strips & CSPs

In 1930, the national headquarters of the BSA approved the use of "full size" council strips.2  However, it is unlikely that these strips were used locally before the 1950's, when red and white became the standard colors for all programs but Sea Scouting.  In the Chief Seattle Council these strips could be worn by any Scout or leader instead of community strips.  These patches are often referred to generally as "red and white strips," or RWS, unless a different color is specified.

On April 17, 1970 the BSA's National Supply Division mailed a letter and sample patches to each council informing them that, in addition to red and white strips, three other shapes of shoulder patches had been approved for uniform wear.3    Soon after, the Chief Seattle and Olympic Area Councils changed to the new, more colorful shoulder patches and phased out the use of community strips and RWS.  Even though shoulder patches of one kind or another had been in use for 40+ years, these post-1970 patches are commonly called "CSPs," or Council Shoulder Patches.  Shoulder patches created specifically for a jamboree are usually called JSPs.
